Technical knowledge can remain invisible to search and answer systems when canonical pages, structured data, manifests, citations and crawler policies describe different versions of the same entity.
The public domain is reachable and identifies itself as a complete generative engine optimization system. Search indexing and answer-engine recommendation remain external outcomes, not guaranteed results.
Every listed module is tied to a named public or operating responsibility.
